Psychological Barriers to Purchasing Health Insurance

Why doesn't everyone have health insurance in California? If you set aside political and personal agendas, you may find some surprises.

Fact: The State of California gives away free health insurance with Medi-Cal and Healthy Families, yet there are hundreds of thousands of people who are not enrolled.

Fact: There are VERY inexpensive individual health insurance plans yet many who can afford them do not enroll. For example, the Blue Cross California Right Plan 40 with generic prescription medicine costs about $90 per month for people under age 40. Blue Shield Active Choice 600 with maternity coverage costs just under $200 per month for someone age 39 in Los Angeles. California Health Savings Account compatible health plans cost well under $100 per month for most people.

And these are great health plans: good benefits, solid insurance companies, and great doctor and hospital provider networks. For a hundred or two hundred dollars per month people can guarantee access to the world's best medical facilities, yet people choose not to enroll in health plans.

Why? My belief is that there are some underlying psychological barriers which people must overcome before they purchase health insurance.

First, no matter what the cost, people feel that health insurance is too expensive. This feeling is especially strong for healthy people. They see no need. They mistakenly believe that they can wait until they get sick to purchase health insurance. They conclude "why should I pay for something that I will never use?" The sad reality is that everyone needs medical attention at some time in their lives - we just don't know when.

Secondly, many people feel that someone else should pay for their health insurance. Some of these people get indignant when asked to pay any money for insurance. They want their employer or the government to pay for their medical care. They believe that all people should have access to the best medical care and that money should not be a keep people away from getting the best care available.
